yep, that's the bug.
I can't do it either with my mobile/tablet .
I went to Joseph's team again and there is only the green button "offers" but then saying only that there are no offers.

Well mate, I do not mind if you believe me or not. It works for me and I am not rewarded by Nordeus for writing that.
I sold two 2-star players and one 6 stars. So, this works as well.
A bit annoying though as it's obvious those are "artificial" sales and the players were not bought by humans managers.
The 4-minute period is also very frustrating as I had to try 8-9 times fo each. I think this will be solved in the future by minor update allowing us to put for sale a player automatically until he's gone.
Finally, as I mentioned elsewhere: I do love this update very much. Let's hope the quality players presently available for auction are not a kind of temporary bait that'll eventually disappear.

In my android smartphone/tablet version, I cannot make an offer either

the direct nego offer to a friend from the same server , in pc version it's working.
In mobiles no. Maybe they 'll fix it later.
Our friend's players must be between 3*-5* for our level !

We have 4 levels difference. So your 8* players are 4* for my team.
Same as ever was.

We released a hotfix for this issue via update 5.6.1 yesterday. The update is implemented only for the Web and iOS platforms at this time..

Expect to have it on android as well though!

Is it? I mean is it fixed on android yet?
Because there are only 6 days left of this season and I have 6 players ready for next seasons negotiations lists. And if it's not fixed for android users my chances of getting sales are going to be reduced!

I think only between friends it's not working (in some android versions)
For unknown managers it's ok
