Yes I did. Every time i watch a match on my PC this message pops up and blocks the action. And it's always at the worst moment.

The game seems to be noticing some poor performance in the background if this message constantly pesters you.
Try turning off the Live Match animations as the message suggests and see if you'll get any other errors during an LM.

Since you're playing on a PC, I'd suggest you clear the browser cache and cookies. I don't know if your PC is on the low end of the specs but if it's not, maybe there is some issue with the cached data of the game. Give what I suggested a try.
