A friend in level 53 won the triple crown last season but remained in same level why?

A team who was 10th in level 28 was promoted to level 29 !!!!


A friend who was in the same level became one level behind me for couple of seasons but recently returned to in the same level two seasons ago ... why ?


Is this fair ?!!!

Because in higher levels there are fewer active teams so you tend to remain with the same other teams and even level up when you finish bottom of the League. So, tanking is near impossible. I'm in the same league for the 5th season in a row but still level up with everyone else.
