Level 15 in Level 10 League

So I have a lvl 15 manager in a lvl 10 league. Is this normal?
I assume he's inactive, but what if he comes online and buys a 99%? That makes it a 200% against me.

I also play in a Champion's League full of lvl 11 (not just my group, all groups). Is that also normal?

it's a case fron old version.
Doesn't matter. Both have access in the same q transfer market.
