No Association tokens

I finished 5th place in the league last season and my Association maintained its level but I didn't get any tokens.
Why did I get this message:
"You didn't qualify for division rewards last season. Finish amongst the top 8 in the League with your club at the end of this season to qualify for division rewards."

I think I'm at the top of my server - does that matter?
