How come I can find managers L16 in the same competition??

Another strange thing, there are managers squad power are 130 & 140 from the first day. I feel there are some sort of issue here.

Well, the level 21 player is his manager level and not how many times he got promoted, the 130 and 140 teams are the ones that spend a lot of money or tanked and they want you to get your wallet out.

The main issue when you find also a Manager just entered the game in Sep-19 and he is L5 which a team power 181, is that normal???
