Transfer bug!

Hello. I play the 2nd season, the average team rating 20.5. The weakest players in my team are rated 18-19. The strange thing is that in the transfer market I are available for purchase only players with a rating of not more than 19 (with the rare exception of a couple of players whose rating is 20).
Why was not available in more talented players, while my friends, too, playing Topeleven ranked teams on Facebook are just below mine, and we recorded at one time, but they are available in the transfer market players rated 24-25.

I think it depends on who is on your server, plus what players wish to sell. It looks like you have a good team already for the level so higher ranked players wont be available at the moment..
