Yes, only one of each per day. So, if you have 4 friends who send you gifts (and of course you send gifts back to them), try to arrange it so that everyone can claim 3 packs and one skill point every day.
If you have more than 4 friends, maybe some gifts get wasted.
If you have fewer than 4 friends, maybe T11 gifts aren't your biggest worry?
