    Exclamation Level 4 but can't submit offers

    I am a level 4 player and on a server that rarely offers anything more than 3 star players. But now that I am level 4 i should be able to submit offers for players on other teams.

    But every player i go to the is no submit offer button.

    Please help...i am desperate and frustrated because me team is just losing this new season.

    I'm lvl 4 too. Not all players are eligible for negotiations, so if you can't submit an offer, then nobody can. I did read somewhere about which players are open for negotiation but I don't remember the details, it's to do with their skill level.
    Look at the negotiations list on the transfer market and you'll see players you can bid for, or just keep looking at the players you want until you find someone you can make an offer for.

    Yes I know there are some players we cant put offers on. But I am talking about every player on many teams. But Thank You for responding

    Ok so go into negotiations and click on a player. Can you make an offer on any other player who is 5* on that team?

    No I cant make an offer on any players i have tried 4 star 5 star 6 star nothing for no one.
