URGNT HELP, cant win most games at lvl4

Hi guys, please advise what do i need to do with my team at lvl 4 to win at least over avarage teams.

I think my team is pretty good and avarage age is under 26 y.o. for this lvl, but i finished last season only 9th!!!!wtf?
my players mostly with 4 stars and i`ve a couples of 5 & 6 stars players. Recently i used
DL-DC-DC-DR
DM
MC-MC-ML-MR(AMR & AML)-AM
ST

And i noted that i cant win even over bootm teams-statistics are horrible...mostly loses r looks like 0-1 or 1-2 ...I tried different options but still no success.

Buy better players is impossible due incredible prices and very limited budget,so i dunno what to do, please help!I dont want new season to be alike previous disaster.
Any ideas?
