Strange Formation! Is this Legal?

Hi guys,

I'm new with the game Top Eleven and i just found out that this user is using a strange formation and also setup his players on the wrong spot! Both GK she use as amc and her whole setup is f!@ked up!

Now my question is: Does Top Eleven alloud this? Because people like this f!@k the whole game up i guess!! I made some prtscreen so you guys can see it by yourself.....





I don't know what to do, maybe one of you guys know what to do!
