These strongest counter should be one of 3n-5-2 flat/3n-1-4-2/3n-5-2 V-style. 3 defenders allows for 2 to defend each ST and one as a sweeper. a combination of 3 MC/DMC blocks his 3 MC. He has no offensive threat from the flanks so DL/DML and DR/DMR aren't necessary. 2 ST should be not much for 1 DC to handle.
As for orders i'm not quite sure what would be best. Focusing on the flanks should be priority though, since he'll have you walled in the middle with 3 MC's and 2 DMC's. Where i'm unsure is whether or not to use long passing to get the ball over the top of the DML/DMC's/DMR or go with a mixed approach.
This is what I would use though; normal/down the flanks/own half/hard tackle/mixed/zonal/no counter/
