there are no Counter formations. no Formation has any Counter Formation. you are the Manager and you have to find out the orders of the Opponent! and then you have to Counter his orders!

to your question: 3-5-2 flat has weak Points on the flanks. if you want to "Counter" that, you should Play a flank based Formation.
4-4-2, Butterfly, 4-1-4-1, 4-5-1, 4-5-1 V, 3w-5-2 V and more have all 2 pairs on the flanks.
