Counter Box in orders.

Well I have a big question about the counter box.
On this site everybody talks about it as if your going to play on the counter letting your enemy attack/take the initiative.
But in my language (Dutch) the box states clearly "Force enemy formation to counter attack".

So just wondering now is it a translation mistake or wrongly interpreted by some on the forums here.

it is you who make the counter attack not your enemy.
