I leave them to be 90 to 99 percent for the next match they play, unless that puts them below 75, in which case I log in again later.

Well, I aim for like what Buffs said near full condition but if the matches are too near each other 90% is ok for my guys.
Ideally of course I want them to be fully rested but I also don't want to...

Again, the limits were set up to make a sensible progression. You are welcome to use tokens to speed it up, but the attendance limit keeps it more fair for non Token buyers.

Very unlikely to change, the restrictions were put there to make a sensible progression of building up your facilities.
It makes no sense to have a tiny stadium and a large Youth facility, etc.....

The restrictions are not there because a relationship exists. They are there to provide a balanced development and control to an extent the rate of development.
I don't see the problem.
