Scout Market players are meant to be Impact Players - their just not as good at that as they were either. A Scout Market capture is highly unlikely to maintain 6* for the length of his contract now...

Your in-game friends are already on the same server - thats why you could see them and add them in the first place.
Friends added by facebook can be on any server but you will only see the matches...
