We don't have to worry about it. Russia, Turkey (and Ukraine) are in strong groups and I don't believe some of them could finish 1st in the group, although everything is possible. So, if they pass the group stage, I think UEFA would again activate this rule to avoid their encounter, just like they did in CL - Zenit STP can't play against Dinamo Kyiv in the 1/16 finals.I believe that such considerations should not influence a sport tournament.
