O.M.A. NATIONS LEAGUE OF NATIONAL FEDERATIONS
EXPERIMENTAL TOURNAMENT
1.Basics
The Nations League will be a Top Eleven Community Tournament that will try to recreate in a realistic way, the structure of the Real National Teams, having National Presidencies where Apply for a job to administrate the Leadership of the National Federation of a particular Federation, National Coach that will be hired by the Presidency and that will have the Task to create and manage, a national team integrated by 6 National players, and the National Players by themselves, that will have to work to be selected to be part of the national 6.
Once a competition starts, every Federation will have to have a National 6 that can't be replaced during a Tournament. Only a Coach can be Fired.
2. Organization, Roles and Powers
First of all, as this is a National Federations tournament, a National Federation will have to be created by a National Top Eleven Manager.
In the TE Forum, then we will probably open a thread and a FB group will be created as a tool to organize the national federations.
Once a Federation has been created a manager will be named as Interim President.
Initially, he will stay as President during the Experimental tournament.
His job is to try to group the National Players to, allow them to be part of the team and participate in this experience, and will have to hire, a National Coach.
We can talk about the idea that the President could try to find rewards/gifts for his team and coach if they win.
We will try to have a national Player as president, and national Players to represent a Federation as in the real life, and, the Coach could be a "foreigner".
Then, once the Coach has been hired, he will have to, find the national players interested to play the competition we purpose, he can check their teams, ask General information about Playing Style and info' of interest about managerial skills, and can, prepare some kind of Competition or Test, to select and discard players to compose the National team.
Initially, the President and a Coach can not play the matches. But i there's a lack of Managers, the President can be at his own request, to be purposed as National Coach, needing the approval of the Federation members (here we could create a Assambly system only having a limited amount of known National Managers but not now yet)
So, resume:
The Players, are selected by the Coach.
The Coach, hired by the President, who will have different options to hire the appropiate Coach, by own decision, or asking to the National Managers between some options.
The President, is actually Interim, but in the furure a Federation can call to elections and, different Candidates, can apply to the job, having a Project, with a Particular Coach of his taste that will be the National coach if he wins the elections, or, he can, stand for election without suggesting a coach or having different candidates that will be voted if he wins.
Then;
The Players, can't be fired from the National 11 during a Tournament, as the list of 6 participants, has been sent.
If, a Player, loses 2 consecutive Matches or, 2 out 3, will have to be replaced by the coach in the upcoming match, so will have no chances to sum up points.
If a Coach, loses 2 consecutive matches, or, 2 out 3, scoring "0" or "1" single point of the 9 achievable in these particular matches, the President, can fire him and find a replacement.
The Role as President will remain till the end of a Tournament, where the "citzens will judge and vote". lol
3. Competition
In this Experimental version, we will try to have 6 teams if posible, in 2 groups of 3 teams, where the best 2 will go to next stage, played in a 2 legs Playoff style, the Finale, will have 2 legs too, and at some point, we could consider it, like a home/away format, or a 1st-2nd Half Format of a same match.
The tournament matches will be played in a 3vs3 Format, where in first place, the Visitor Coach, will have to select 3 Players to be faced by the Local Team.
Then, the Local Coach, will decide which of his 6 Players, will face each opponent player.
Both Coaches, can give particular tips or match instructions to the players.
In a second Leg, the process will be the same, the Visitor Coach will have to pick out 3 players inside his team, and the local coach will select 3 players that can be different from the first leg, to play each 1vs1.
Remember that a Player can't be selected to play x2 matches inside the same Leg.
"In the future, and just as Idea, we could count the RED CARDS as suspensions too for a particular player, so can be even more strategic"
In case of a Draw in a particular Playoff, The Captains, that will be the Players with Higher Level inside the National 6, will play a double Leg playoff, where away goals count double and, in case of Draw:
if the score it's like 1-0 /0-1 = 1-1 a 3rd Match will be needed, repeating the one set as 2nd leg, so representing the Extra Time of that match, and 4 subs will be allowed during the match that can last will the 120' to determine a winner.
If the score is a Draw with same amount of goals like 1-1/1-1 = 2-2 then the 2nd leg ET will be counted, to avoid a 3rd match, and a 4th substitution will be allowed during the Extra Time.

The planning is a 114,9% and a 139,9% competition that will be played separately -not same season both- and alternating them in cicles of 2 seasons playing comps, 2 resting.
So lets say the season 140 we play the 114,9% one and season 141 the 139,9% competition, and then we rest 2 seasons.
No 1-3* players allowed in both cases but the 9* will be forbbiden in the 114,9% avq tie.
It will be played using the recently created National federations, which will need to, vote a President who will hire a National Coach, that can be the own president if the managers are agree (we'll have various election project styles to be voted). This "figure can not play" because will have the real job as National coach, doing a list of 6 Managers to Represent the country in a Nations League Tournament that we can try to spare in 2 divisions (like x4 groups of 3/4 teams in 1st division and 2-4 Groups in the 2nd division, so we could hav epromotions and relegations.
The Matches will be played in a 3vs3 NOT FIXED Format, meaning this that the Local Coach will decide who play VS who.
"IF" a Manager/national Player loses x2 consecutive Matches the Coach will be Forced to replace him for another Manager inside the Subs list, which as mentioned as we will have lists of 6 Managers per National Team, 3 will play and 3,will be substitutes. The coach can by technical decision, decide to replace a particular Manager before the 2 defeats, as strategic movement, but in the Away matches he will always, have to provide a List of 3 Managers to the Local Coach, who will decide the draws.
The best 3 Managers (or we could set a min' of points to be earned to reward a 4th/5th/6th ) and the Confederations Cup winner Coach will win "X" Tokens.
If we create 2 divisions, we could have x2 group stages, x2 playof rounds and an amount for the 1st Div winners and another for the 2nd div winners, who ofc. will promote.
It will be, as mentioned, played by National Managers that belong to the different Federations

Is a job of the National president to suggest a National Coach for each team, based on his criteria. If he want to apply to that particular job it will need the approval in a public voting of the federation members (Assambly) that have to have at least Level 20. Too, he can suggest, different managers and submit to a voting poll the decision.
In case that a president won a election campaign suggesting a particular coach/coaches for 114,9-139,9 AvQ National teams, the decision will remain the same as in the electoral program and will not need approval.
Different coaches can be voted publicly too, to win the right to maange a national team.
Can a Coach be fired or replaced? Yes. Conditions to determine***
- If a Coach loses x2 consecutive times earning 0 points of 9 in x2 consecutive 3vs3, or, loses 2 times earning 0 points in a period of 3 consecutive matches.
- If a Coach loses a 1st Playoff leg earning 0 points and the National Team needs a comeback.
These 2 reasons are a major reason to fire a National coach.
