Fix is simply that you can only sell a player to teams same or lower level. Remove ability to sell to higher levels.

Think of the motivation of buyers/sellers and the level they are on.

Why would a manager accept an offer from a higher level manager for his 99%+ player?

Why would a manager buy a player from negotiations costing 10t+ if the player was 79% or under?
