I am not staff, just a Mod, but you aked for opinions.. here's mine: NO. You can tell after just a few trainings how slow a player is, and if you are unsure, you can hold the points and see how many you collect before applying them. And a second SA would be considered by most to be too big an investment of skill points, being as it would be more than a star worth to have two SAs.. only big token buyers would find it appealing, hence it would be unfair as well.

If I grokked Jiri right, he wants the points to not disappear when a guys gets sold... I totally agree with that
