That's partially true, I give you my personal example:



I have two squads, a Liv. 9 and a Liv. 10.

With Liv. 9 I took DMR/MR (68) and DML/ML (68) from SCOUT list.
With Liv. 10 I took DMR/MR (63) and DML/ML (63) from AUCTION list.

Sometime SCOUT list does not have the right player you are looking for!

Now players took with my level 10 are very good in level 9 squad and of course viceversa.

You might tell me I can make 4 offers and I am set, but token involved are much higher than Exchange player method
