I give you an example, I have many friends level 13 and I am level 10, a player with 2 stars at level 13 most of the time is not used, but for me it's a 5 stars.

Well I can not negotiate with a level 13!

Yeah, that would be good - and a level 13 player would be more likely to sell you a player of that quality as they would be one of their worst players, whereas someone on your own level wouldn't be likely to, as they would be one of their best players.
