They are currently working on it...:)...LoL...
Stop teasing them already, just tell them the truth, it may hurt but they have to learn sometime or another.
IF such function existed, it would be a good idea to enable chat only between ingame friends.
I wouldn't like to be harassed or offended by people who just lost to me.

I'd go with an expansion of the "thanks" function that's apparently been put in (but without pop-ups - have them show up in your news feed instead) - you could have a set of icons denoting set messages like:
"well played" (and maybe another for "£$%^& you" that just sent a "well played" ;) ),
"thanks" for gifts
"thanks for the game" for magnaminious winners to send
"please send me ... " buttons for cones/reds/greens/blues
For this game it's not necessary to have a chat function imo. After that some managers will start to do weird things. For example - using bad words (need something that will block them like this "@#$! You" ;)) some of them will start like this "send me items (jerseys etc) and I will loose against you".
