sorry, but i don`t understand. he has a 20 years old player with 9 stars, that means he trained it ? because you can buy a player with maxim 6 stars ( at auctions ) and they are not very young....
he power train them using rests + tanking

If you don't know what are we talking about: he has few hundreds of packs and enough time for game.
He trains his players on hard more times in day, as much as possible, keeps them rest with green packs and uses red if they are injured. When his player almost reaches scout level, he stops adding skill points until he gets a lot of them (quallity increase=slower skill progress)...
