Why level 4 play with level 6,5 in CUP

I'm level 4.
In Cup. I must play with level 5, level 6. I don't know why? It's very stupid league.

You have a good quality team that's why you're qualify in Cup with upper level teams but about the same quality. The bad thing is that later they can buy 5* players which for your lv are 6* or 7*.

Any suggestion? Please make it clear. Suggest for a cup for clubs in same level like CL? I do not object. But please let me know your suggestion.

My level 17 club reached top 8 in Cup in this season. As of today, all remaining opponents are L18 but their qualities are still very close to my club of today. So a lower level team may be competitive in Cup, even though this club never won in Cup in 18 seasons.
