Most of the players you see for sale started their career on a managers team of their chosen nationality.
So to have more Bolivians, there would have to be more Bolivians playing T11; and selling their youths or changing all their players to their chosen nationality. :D
I think the generated players are random nationality, as to not favor anyone.. Or possibly a derivation of nationalities existing on the server where generated.
