So here is the solution: automatically cap the players to one skillpoint below the next star. Auto skill point is fine if it will stop at that limit and leave the sp unused.
That is, all players will not advance to the next star unless the manager says OK and confirm it.

This will fix almost all if not all issues about auto skill assignment.
