Associations draw -BEST 240 RULE-

As we know some managers increase-decrease the Q. to have a better tournament and win more easy...

My suggestion is that "should be a rule" to face best teams that are in the top between them to give space to others and have greate tournaments with big associations vs big associations.

The only way for that is, for example, divide the best 240 in 10 groups of 24, best 24 willhave draws between them so, for the best teams of the world the draws will be made not taking into account the Av. Q. as with others, if, you wanna stay in the world top, should exist a "relative fair way" in the mode that draws are made so, the only way is to take into account the position in the ranking, so:

-Out best 240, grouped by Av. Q.
-Inside the best 240, 1ST TO 24TH, a clean draw to create 6 tournaments using the best 24 associations, , then 25th to 48th, 6 more tournaments, and like this with the best 240 associations.

I guess is more fair, maybe not the best idea of the wold, but, don't give space for cheating or previous manipulation and will create a true high world level ranking.
