if it's me, there will be no response if the offer for manager is under 4 tokens, unless player is a million years old.

but that being said inactive managers sort of ruins the negotiation feature, which needs tweaking.

the tokens should primarily go to the manager, not Nordeus, they should take like 6 tokens in handling fee, no matter price offered
