I didn't like the idea. A simple solution to assoc is as follows;

you are level 1 = no assoc
you are promoted? that season you are welcome to assoc.
No promotion? then no Assoc.

This way, You can still tank. But if you want to create a 10star team it will be more expensive anyways.. Nordeous wins, die hard players get more competency and wins. Even the assoc only players will win as they will care about the other parts of the game... Briefly everbody wins.

This + mutant exploit fix = good game

my idea is to have division. Premier for top team competetive then division 1 and 2 for relegated team. So if you tank you going down to division 1 . Second season tanking division 2 and so on. To play in premier you have to promote your team. 1 to 4th place promoted. Same goes to Asso only premier league team can play in platinium reward with 100 token. First division 50 token gold 2nd division 30 token silver.
Just a rough ideas you guy can figure it out with much better idea with this concept.
