Integral draw (all teams can be drawn together, ex. 30% can be drawn with 160%) for the League is the solution

I play since June 2016 and saw two types of league draws, both unfair:
- friend-based one (it would be better not to accept friendships of strong people while friending with lower people)
- quality-based one (for the reasons you underlined)
