When you lose at a city, use some tokens to try again to win in that city.
So:

a) If you have won in a city, you have claimed your rewards from there and you do not have to play there again.

b) In a loss, you can decide to use tokens and try again there, until you win.
You do not use tokens to start from a previous saved city, where you already have won and have to win again with no additional rewards (already claimed), a situation that is a loss/loss at the moment (tokens spent/no reward in win).
With my proposal you will start from the city you lost. So you win and win the reward (win/win).
