There are two Level 8 teams and the rest Level 9. One level 8 team is 140 and all the level 9 teams are 115 or lower. So my question is level the eight team about 120 in these matchups, which it would be at level 9?

My team is level 8 and 139% but I am in Champion League matched against level 9 teams most are between 100 to 115 so are my players not as good as theirs?

Your players are better from their because those players are actually 89-95% for their level.
What you must be careful of is if someone start buying new players (because a 5* for him is 6* for you)
Check their profiles one by one
What they have succeed in previous season ?
Do they have some token buyer profile ? (official jersey, emblem)
What is their roster ? any young players or maybe scouts/recommended style players ?
