Rests per hour

Is there a way to change the rest period from every 3 hours to every hour?

At present a player gets better by 6% every 3 hours.
Can this not be changed to 2% every hour?

This way players are not using as many of their stocked up rests before games.

This game is based on training ... yet the resources are rare ....

Rests have been reduced to 25 daily...

so why don't the devs increase the condition to 5 % every hour or 15 % every three hours ????
