Usually I set those orders but still my players can loose -25% for a League game I 'm not interesting or a CL game when I have secure qualification or in a Cup vs an abandoned team I won with 7-0 in the first leg.
Or in a game that I 'm winning 5-0 before the first break (and the game won't let me score more than 1 goals in the 2nd part )

Yes, this would be a privilege for the active managers.
As in real football where the coach sometimes gives the order to players not to press the game too much in the 2nd part.
