I think that tokens should be given to mangers just like money. This would work by half of the tokens spent would be given to the previous owner of the player. e.g. 14 tokens spent, 7 goes to the previous owner of the player. If an odd number of tokens are spent no tokens go to anyone. So it's kind of a 50/50 chance that you get tokens but if the system if for you it might be easier to buy players.
