Promotion based in Manager Level instead League/Club level

This could resolve the Top Server Issue.

So, the old managers know how the system based in levels at +5AvQ distance work...
As the 5* is 20 points at L1 but 25 points at L2, thats why, we lose a 20% if we keep 20 points at L2... and a 5* 80% turns 4* 60%. The 5* parameter is always 80% and so...


Then, if, we unlink, the League Level, from the promotions, and a Manager wins automatically a level, by rearching top 8... we could resolve the levels issue...

Then the server could, spread as usual the League levels... but the top would not collapse... at L94 the 8 promoted teams would win a Level... meaning that they would lose a star...... but not the 9th-14th...
Even if the same 8 teams promote in the Top Server for seasons we could have L94 + 95,96, 97.... so... as the market is individually displayed according the own level, it would work.

The League Level then, would win a level, once a total of 14 teams reach the upcoming level.
So having at least 14 teams at L95 unlocks the level.


League Level = Club Level** isn't the same as Manager Level.
