or maybe just limit it with different 1 level for do negotiation.

The way the official gifts can be send is not fair, why pay? What they should of done is make it cost tokens to send official items like half the cost of it to be sent.

I believe it has something to do with licensing agreements, the same reason the cost of official items varies..
