It means they still need to fix that the number is inverse what it ought to be.
In my case, it says I am among top 94%, which taken at literal meaning, is 93.99% of managers are better than I, which is why I say it's demoralizing. I think the intention was the math to say top 6%. If they cannot fix the math I'd prefer the verbage to say "is better than" where it has "among top" so the connotation is more positive.. 
poor Nikolgiorgos his is way more demoralizing, he is one of the BEST and taken literally he's one of the worst.
