If you have no built it yet start the construction at day 15*. It will be finished at day 18 and you get the first youngsters at day 2 of next season (Yeah, day 2, because of day 1 you get 19 years old). Then the rythmn of the academy is day 2-14-26-10-22-6-18-2.

*: If day 15 does not fit well, you can alternatively start building at day 19, 23, 27, 3, 7 or 11 to get into the time scheme mentioned above.

In Cats link you can find the 5 different steps of upgrading the youth facility.
With L0 facility you have to wait 28 days, then each upgrade decreases the time to wait by 4 days.

Yeah, it is the first upgrade (target shot), but Nordeus give it funnily enough facility level 0.

The levels are (copied from Cats link):
1st upgrade: Target Shot L0
2nd upgrade: Junior Pitch L3
3rd upgrade: Mini Camp L5
4th upgrade: Football School L7
5th upgrade: Youth Academy L10
