Are all players one skill point shy from next star liste in the negotiations?

Basically, this is my question. I'm asking this because I have 4 players who are one skill point shy of next star / q 39 and 44/ and for over a week I haven't had a single offer for neither of them. Do you know why is that. Those players are not young and have no SA. Maybe, no one wants them, I don't know, but still they are excellent quality for managers one or two levels below mine. So, are all players listed, or Nordeus chooses which ones to list, cause I've also noticed that in my neg. list some players have stayed there for quite some time now, which means that this list refreshes only now and then.

Yes, you need to get them 1 skill point away from next star, maybe nobody has wanted to take them as it is late in the season!
