I am in that kind of competition, there is no way for us to win this CUP forever. 15-20 quality different, 15 level different.....

I am only level 4, how am I suppose to beat level 16 in CUP??

It does make sense, there is no mistake, and I believe it's the same on all servers. It's actually not a level 2 and a level 5 Cup. The two managers above are level 2 and 5, but will have to go to their Awards and History after getting knocked out to see what level Cup they were playing. As July says, it's based on the highest level team in the Cup.
