One follow-up ... do tasks in process (health packs or youth players) get interrupted or cancelled if you start an upgrade before they are done?

No. Usually, the bigger the ground upgrade, the longer it takes. They can take up to 16 days. However, the time it takes can be reduced by doing other upgrades before hand.
