Robbed of 5%

Noticed a few times recently players were not regaining their condition before the next game.
In general coming up short by a few%.
After my last game today checked the lowest conditioned player, checked the time of the next game, calculated recovery time and amount of training allowed to recover to 99%.

The condition clock was showing a 5% increase would be at 9pm.
I started the training session with all but five players who were down to 67-69%
Of those that trained the lowest condition at the end would also have been 69%.
Training ended with 10minutes to spare before the clock hit 0.
Checked the forum went back into training mode and watched the clock tick down.
What do you know! it zeroed and not one single player regained his 5%.
1.5 hours later, several log outs and log ins and still no increase.

Glitch or something more sinister?.
