Fast Trainers - Cost

Could any1 could explain this to me (and propably future others): f.e. if I understand correctly for a level 3 (which I`m at) a player 5* worth 3.46M will be just an average trainer (below 5* = 4.33M-5M), but a player 4* worth 3.44M (above ur stated range - 4* = 5* L2 -> 5* = 1.9M-3M) will be a fast trainer?

Yep. The datas that written in here are based on my knowledge. If you have more expensive player then post a screenshot!
