visitors max?

Hey guys,

I searched the forum but couldn't find anything about this.

Is there a maximum of visitors in the stadium for your level?
I'm level 2 and my stadium is level 4. There is room for 13000 visitors.
Still every match there are 2.5K visitors. Is this a maximum? It doesn't matter if i set the ticket price to 1 or 8.
With both prices there are 2.5K visitors.
