Dude about transfer market and list

Hi, my dude is about the transfer list.

I'm in 11th level, and the dude is: why in every age 18 player that I try to purcchase, there are some 10th level player purchasing? All the players are 4* for me, that is 5* for them... just today, there have been about 20-25 players (age 18) with 4* for me, and 5* for them. And only 1 player (age 18) with 5* for me!!

What's the reason about that?? it's luck or what??
