Thanks for all the replies. I will try some of these things. All of my players are 5 or 6 stars current to my level. I have all players plus 1 reserve.

Try to increase the win bonus. If you really want to promote, max the bonus for the last few games.

IMO win bonus does nothing, tbh i think its more of a cosmetic feature.
