I am in Level 9 CUP ... last season also in level 9 CUP, does that mean highest level is 9 ?

I think NO, my friend also played 2 seasons in a row in Cup level 8, when he was in 6 and 7 level manager, in this same time i was in 7 and 8 level manager, i had opponents from level 9. Level my Cup is my level manager +1, always.
