That will because they have built all the other stadium expansions first, some players used tokens to speed up construction, you need to build up stadiums in the order that they are in on the game.

well some players use their tokens to build faster.. when i was level 4,i had to play in my league vs team which had stadium with 91 000 seats and i have 7 000.. sadly stadium doesnt make ur players better

so maybe thats why you see some players with bigger stadiums,they are using tokens as July Fourth already said.
